WITH 10 TO 15 KNOT WINDS ELSEWHERE. UPPER-LEVEL ANALYSIS INDICATES A
MARGINALLY-FAVORABLE ENVIRONMENT WITH LOW TO MODERATE VERTICAL WIND
SHEAR OFFSET BY GOOD POLEWARD OUTFLOW, ENHANCED BY A TUTT CELL
