LOCATED IN THE NORTHERN SEMI-CIRCLE. UPPER LEVEL ANALYSIS INDICATES
A FAVORABLE ENVIRONMENT WITH LOW (05 TO 10KTS) VERTICAL WIND SHEAR
WITH MODERATE POLEWARD OUTFLOW. SEA SURFACE TEMPERATURES ABOVE 30C
ARE ALSO VERY FAVORABLE FOR FURTHER DEVELOPMENT. GLOBAL MODELS ARE
IN GOOD AGREEMENT THAT 98P WILL REMAIN STATIONARY OVER THE NEXT 24-
48 HOURS, THEN TRACK IN ON A SOUTHWARD TRAJECTORY. MAXIMUM SUSTAINED
SURFACE WINDS ARE ESTIMATED AT 18 TO 23 KNOTS. MINIMUM SEA LEVEL
PRESSURE IS ESTIMATED TO BE NEAR 999 MB. THE POTENTIAL FOR THE
