(1) AN AREA OF CONVECTION HAS PERSISTED NEAR 3.2N 138.2E,
APPROXIMATELY 380 NM SOUTH OF YAP. ANIMATED MULTISPECTRAL SATELLITE
IMAGERY SHOWS A REGION OF BROAD WEAK TURNING TO THE SOUTH OF YAP.
THE LOW LEVEL CIRCULATION CENTER (LLCC) IS CURRENTLY LOCATED ALONG
THE SOUTHERN EDGE OF A REGION OF PERSISTENT DEEP CONVECTION. A
021419Z OSCAT PASS SHOWED A 05 TO 10 KNOT CIRCULATION, WITH RECENT
DATA SUGGESTING WIND SPEEDS REMAIN IN THIS RANGE. UPPER LEVEL
ANALYSIS INDICATES THE LLCC IS LOCATED UNDER A NEAR EQUATORIAL RIDGE
WITH AN UPPER LEVEL TROPOSPHERIC TROUGH (TUTT) LOCATED WITHIN FIVE
DEGREES TO THE NORTH HINDERING POLEWARD VENTING. SEA SURFACE
TEMPERATURES WITHIN THE REGION ARE FAVORABLE FOR POSSIBLE
DEVELOPMENT. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 05 TO
10 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1008
MB. BASED ON THE BROAD WEAK STRUCTURE OF THE LLCC AND THE PROXIMITY
TO THE TUTT, THE POTENTIAL FOR THE DEVELOPMENT OF A SIGNIFICANT
TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS IS LOW.
