FORMATIVE BANDING AND A CLEAR CIRCULATION. A 260450Z ASCAT PARTIAL
PASS SHOWS 20 KNOTS OF WINDS ON THE SOUTHERN SIDE OF A CLEAR
CIRCULATION. UPPER LEVEL ANALYSIS INDICATES THAT THERE IS MARGINAL
OUTFLOW AND MODERATE VWS AFFECTING THE SYSTEM. ADDITIONALLY, THERE
IS VERY LITTLE DEVELOPMENT IN GLOBAL MODELS. MAXIMUM SUSTAINED
SURFACE WINDS ARE ESTIMATED AT 15 TO 20 KNOTS. MINIMUM SEA LEVEL
PRESSURE IS ESTIMATED TO BE NEAR 1006 MB. THE POTENTIAL FOR THE
DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24
HOURS IS LOW.
