25 KNOTS). UPPER LEVEL ANALYSIS INDICATES LIMITED OUTFLOW. GLOBAL
MODELS SHOW SLOW DEVELOPMENT IN THE NEXT 60-84 HOURS WITH POOR TRACK
GUIDANCE. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 20 TO 25
